Development of a Revenue Forecasting Framework for Counties
In this assignment, support was provided to the Commission on Revenue Allocation (CRA) in developing an own-source revenue forecasting tool for counties. The aim was to assist counties in making more realistic revenue forecasts and in developing budgets that are more responsible and realistic. The objectives of the assignment were to develop a Revenue Forecasting Framework for Counties in collaboration with the Commission on Revenue Allocation.
The revenue forecasting model was designed to be simple to use so that it could be easily implemented by county revenue departments. This choice of model was made to foster buy-in and encourage county revenue department officers to incorporate these tools into their work processes and engage in revenue trend analyses. All these efforts were aimed at enhancing the technical rigor of revenue governance.
