Identification of requisite financial resources for the education sector relating to devolved functions through the analysis of sector programs
The project aimed to assess whether devolved functions are still being managed at the national level and to ascertain the resources allocated to these functions, which should rightly be transferred to the counties. This involved a comprehensive review and analysis of various key documents, including Budget Policy Statements for the years 2022 and 2023, Programme Based Budgets for fiscal years 2021/22 and 2022/23, the 2022 Medium-Term Expenditure Framework (MTEF) Education Sector Report, and Transition Authority Gazette Supplement No. 116, Legal Notice No. 137-183 (5). Additionally, the project involved identifying and isolating relevant functions falling within the devolved education domain, along with calculating the allocated resources for devolved functions still managed at the national level.
