This task involved in-depth research and data gathering in the field, which was instrumental in crafting a customized capacity building proposal and action plan for each county. The counties encompassed in this endeavor were Makueni, Bomet, Laikipia, Trans Nzoia, and Uasin Gishu. The capacity building, analytical, and technical support provided by Kenya Accountable DevolutionProgramme (KADP) has played a pivotal role in gradually refining devolved functions and resources to bolster revenue generation and improve service delivery. This support has evolved to encompass various aspects, including facilitating reforms in public financial management, backing the implementation of public participation initiatives, refining the revenue allocation formula to align with urban priorities, and spearheading the integration of gender and climate resilience dimensions across key sectors.
